Editing Procedures of History of Sino-Global Affairs

I. Receipt of Manuscripts (executive editor)
1. The official e-mail of History of Sino-Global Affairs is hsga@nccu.edu.tw for receiving manuscripts.
2. Notify the contributor that the receipt of the manuscripts has been confirmed and to wait for the notification.
3. Delete the identity information of the contributor.
4. Number the manuscript. The numbering is divided into 2 sets of numbers: the first set of numbers is four, which refers to the year of receipt; the second set of numbers is three, which refers to the order of receipt (based on the chronological order of the e-mails received by the official e-mail), e.g., the number of the second paper received in the year of 2024 is "2024-002".
5. Compile and file the original manuscript in the folder.
II.Format Review (editorial board, special issue editor, executive editor)
1. Format Review: The executive editor will check whether the manuscript complies with the “Information for Authors” and the “Manuscript Guidelines.” If the violation is serious, the special issue editor will be asked to decide whether to accept the manuscript or not, or ask the contributor to revise the manuscript for further deliberation.
2. Comparison: The executive editor submits the manuscript to the content similarity detection system “Turnitin” for review. If there is any plagiarism concern, the special issue editor will be asked to check it. The results of the paper comparison will be filed and processed.
3. Manuscripts that pass the formal review will be submitted to the editorial board or the special issue editor for initial review with the "Initial review Opinion Form" filled out with basic information.
III.Initial review (editorial board, special issue editor, executive editor, initial reviewer)
1. The editorial board or the special issue editor will assign the editorial board members to be the initial reviewer according to the content of the paper.
2. The initial reviewer will fill in the "Initial Review Opinion Form" and the review period will be one week. They will sign the form personally after the review.
3. The results of the initial review opinions are as follows:
(1) Approved→Execution of external review procedures. The initial reviewer will submit the review results to the executive editor for filing.
(2)Not approved→The executive editor will send the " Initial Review Opinion Form" filled with comments back to the contributor, and will file the relevant documents for processing.
(3) Undecided→The editorial board or the special issue editor decides to refer the manuscript to other editorial board members for initial review procedure.
IV.External Review (editorial board, external reviewers, executive editor)
1. The editorial board will hold a meeting to decide on the list of external reviewers for the manuscripts that pass the initial review. 2 external reviewers will be selected for each paper, and the corresponding external review fees will be paid.
2. The executive editor transcribe the original manuscript as the transcript.
3. The executive editor sends the “Review Opinion Form” and the transcript of manuscript to 2 external reviewers, and urges the external reviewers to fill in the review opinions according to the “Review Opinion Form,” and the period of review is one month in principle. The transcripts will be archived.
4. The external reviewers will sign and return the “Review Opinion Form,” and the executive editor will organize it and deliver it to the editorial board.
V. Final Review (editorial board, executive editor)
1. The editorial board will review the opinions of 2 external reviewers and process them together.
2. There are 4 types of overall review results:
(1) Publication→Notify the contributor that the manuscript has passed the review and attach the review comments.
(2) Revised for publication→Notify the contributor with the review comments and ask the contributor to make corrections. After the contributor completes the corrections and attaches a defense, the editorial board will decide whether to accept the manuscript for publication or not.
(3) Not suitable for publication→Notify the contributor with review comments.
(4) Re-external review→The procedure of external review will be carried out again.
VI.Publication (editor-in-chief, executive editor)
1. If a paper is ready for publication, the executive editor will notify the contributor and provide a letter of copyright transfer, which will be hand-signed and returned to the official e-mail.
2. If the contributor needs, we will help him/her to certificate a " Acceptance letter," which will be printed by the editor-in-chief.
VII.Editing and Publishing (editor-in-chief, special issue editor, executive editor, assistant editor)
1. The executive editor performs editing, typesetting, proofreading, and other procedures, and notifies the author to make up for any lack of form or format.
2. After the editing is completed and the special issue editor confirms it, the editor-in-chief will confirm it and finalize the manuscript.
3. The executive editor and assistant editors organize the final draft and carry out the procedures for publication in paperback and electronic version.
